ACER flags data centre demand straining Portugal's electricity adequacy

ACER has published its Opinion on Portugal's National Resource Adequacy Assessment, concluding that the projected electricity adequacy gap in the Portuguese zone may be overstated. The regulator's headline concern is a structural one: data centre demand is growing faster than the supply-side assumptions built into current NRAA modelling.

The Opinion does not quantify the demand shortfall in megawatts, but it identifies the mismatch between conventional adequacy tools and the concentrated, fast-growing load profile of hyperscale data centres as the core methodological problem. ACER is calling on national and EU-level planners to update market modelling frameworks to reflect this reality before adequacy signals mislead investment or policy decisions.

Portugal has attracted significant data centre interest in recent years, making its zone an early stress-test for how European resource adequacy processes handle demand-side uncertainty at scale. ACER's intervention follows similar concerns raised in other western European zones where large digital infrastructure projects are arriving faster than grid and generation planning cycles can absorb them.
