Elia published a public consultation on 17 April 2025 covering the scenarios, sensitivities, and data underpinning CRM parameter calculations for three Belgian capacity auctions. The three windows span delivery periods 2027-28 (Y-1), 2028-29 (Y-2), and 2030-31 (Y-4).
The parameters at stake include the de-rating factors, VOLL, CONE, and reliability standard inputs that define auction volume and the administrative price cap. Getting these wrong, particularly for the Y-4 2030-31 window, affects investment signals for new-build capacity across the next five years. The Y-2 and Y-1 windows are shorter-lead mechanisms where parameter accuracy is equally critical for demand-side response and storage.
No deadline for submissions is stated in the headline item. Participants in the Belgian CRM (including cross-border capacity holders in neighbouring bidding zones) should monitor elia.be for the full consultation document and response timeline.
