The European Commission's DG-ENER published new implementing rules requiring the electricity supplier switching process to be cut to 24 hours across all member states by the end of 2026. The measure tightens a longstanding commitment under the EU's internal electricity market framework and sets a concrete compliance deadline for national regulators and system operators.

At the national level, Greece enacted an overhaul of its self-consumption rules, per pv magazine. The revised framework permits plug-in balcony PV systems up to 800 W and allows standalone batteries to be installed for the first time. It also simplifies installation procedures, supports storage additions to existing systems, and extends self-consumption opportunities to islands, public entities, and residential energy communities.

In the GB zone, Ofgem released its Energy Codes Strategic Direction Statement, outlining how industry codes are expected to change to meet the regulator's strategic priorities. Separately, Bundesnetzagentur's Monitoring Report 2025 concluded that competition remains the primary stabilising force in German energy markets.
