EU proposes regulation to amend electricity market rules for electrification

The European Commission filed COM(2026) 600 on 17 July 2026, opening a legislative procedure (2026/0203 COD) to amend Regulation EU/2019/943. The stated objectives are electrification and digitalisation of the electricity system. The proposal now moves to the European Parliament and Council under the ordinary legislative procedure; no implementation date is set.
On the same day, ACER adopted two decisions updating the day-ahead and long-term capacity calculation methodologies for the Core capacity calculation region. The changes are designed to support long-term flow-based capacity calculation across Core, covering bidding zone borders from Germany to Poland and Belgium to the Netherlands, among others.
Elsewhere, Sweden confirmed a shift to competitive auctions for offshore wind, per Recharge News. Ireland published terms for RESS6, with qualification scheduled to open later in July, per Renews.biz. In Great Britain, Ofgem issued a direction to NESO on licence conditions C12 and C13 covering electricity and gas network planning.
