Germany must redesign offshore tenders after TotalEnergies result, says Recharge
TotalEnergies' win in Germany's latest offshore wind tender is prompting calls to overhaul the auction framework before the next round.

TotalEnergies' victory in Germany's most recent offshore wind tender has reignited debate over whether the bidding zone's auction design is fit for purpose. Recharge News reported on 18 June 2025 that the outcome is being cited as evidence that the current framework requires revision ahead of future rounds. No specific structural detail was provided in the headline, but the framing ("must revise") reflects a sharpening of industry pressure on the Bundesnetzagentur and the Federal Ministry for Economic Affairs.
The timing is pointed. On 19 June 2025, BNetzA published its Methodenfestlegungen for StromNEF and GasNEF, resetting the regulatory cost methodology for grid tariffs. One day before the TotalEnergies story broke. Whether the tariff methodology feeds into offshore project economics, and therefore tender competitiveness, is a live question for German offshore developers.
At the EU level, the Commission published a Communication on future-proof network charges on 2 July 2025, targeting reduced system costs across member states. That document, from DG-ENER, is the framework within which any German tender redesign would ultimately need to sit. A May 2024 Commission recommendation on accelerating renewable permitting also remains relevant for project timelines downstream of any auction reform.
No German government response to the Recharge critique has been reported. The next offshore tender round and its design, revised or unchanged, will be the clearest signal of whether the pressure lands.
