Ofgem published a formal statement on 17 July confirming it will convene an independent review panel to investigate allegations made by whistleblowers at the National Energy System Operator (NESO). The claims relate to how NESO managed energy system operation during periods of extreme heat. No further detail on the specific allegations has been made public by Ofgem at this stage.
UK Energy Minister Shanks endorsed the process the same day, per Renews.biz, welcoming NESO's commitment to a transparent investigation. The parallel endorsement from the minister signals political as well as regulatory scrutiny of Britain's newly established system operator, which took over from National Grid ESO in late 2024.
The review adds to a broader pattern of regulatory pressure on system operators across Europe. Bundesnetzagentur separately announced this week that it will begin measuring German network operators' performance as part of its energy-transition digitalisation agenda. The initiative is distinct, but it underlines regulators in both markets moving toward sharper operational accountability frameworks.
