Ofgem opens offshore transmission tender for Hornsea 3
The regulator has launched the TR14 tender exercise covering the Hornsea Project 3 offshore transmission licence.

Ofgem published a formal notice opening the TR14 tender for an offshore transmission licence covering Hornsea Project 3. The process runs under the Electricity (Competitive Tenders for Offshore Transmission Licences) Regulations 2015, the same OFTO framework used for all previous UK offshore wind transmission assets.
Hornsea Project 3, located in the North Sea off the Yorkshire coast, is one of the largest offshore wind projects in development in the GB zone. Awarding a dedicated OFTO licence separates transmission ownership from generation, a structure Ofgem has applied consistently across the offshore fleet.
In Germany, the Bundesnetzagentur (BNetzA) confirmed that its latest coal phaseout assessment found no need to issue a coal-fired operation ban. BNetzA conducts these reviews periodically to test whether grid security requires retaining coal capacity beyond scheduled closure dates. The conclusion signals that the German zone retained sufficient adequacy margin for this review window.
