Ofgem rejects seven 2026 Capacity Market change proposals without consultation

Ofgem published its decision to reject seven Capacity Market modification proposals without opening them to public consultation. The proposals, CP362, CP364, CP372, CP374, CP375, CP380, and CP383, were dismissed in a single ruling. Ofgem has the power to reject CM change proposals at the pre-consultation gate when it determines they do not meet the applicable criteria; exercising that power across seven proposals simultaneously is notable.

Participants who submitted or supported any of the seven proposals will need to assess whether to resubmit in revised form or pursue alternative routes to the changes they sought. Ofgem has not published a timeline for any resubmission window, per the decision document.

Ofgem has also launched a separate consultation on the policy rationale and governance framework for a proposed Smart Data Repository, seeking views on licence and code modifications needed to establish and operate the facility.
