Ofgem sets investment rules for GB grid, 2028–2033

Ofgem published its regulatory rules for GB grid investment on 21 May 2026, covering the five-year window from 2028 to 2033. The framework defines how network operators must size and finance infrastructure to keep pace with load growth, a direct response to rising demand from electrification of heat, transport, and industry.

Across the same quarter, Terna presented its 2025 Development Plan for the Italian national grid, per a March 2025 announcement. The plan sets out capital priorities for the Italian transmission system, though detailed spend figures were not disclosed in the headline release.

Earlier, in January 2024, Terna confirmed the Italy–Austria interconnection entered operation, expanding cross-border transfer capacity between the two bidding zones. The new link follows Terna's authorisation request for the Tyrrhenian Link's western section (Sicily to Sardinia), submitted in 2022, a project that remains in permitting.

Taken together, the Ofgem rule-setting and Terna's planning cycle reflect a broader push by European TSOs to front-load grid decisions ahead of anticipated demand inflection points in the late 2020s.
