Spain sets 80% additional renewables rule for data centers

Spain has proposed a regulatory framework that would require data centers operating at 1 MW or above to source at least 80% of their electricity from additional renewable generation. Per pv magazine, the matching obligation is hourly, not annual, which tightens compliance significantly compared to certificate-based approaches common elsewhere in Europe.

The rules go beyond energy procurement. Grid access conditions, water efficiency criteria, and EU data sovereignty requirements are all included in the proposal. The additionality clause is the sharpest edge: operators must demonstrate that new renewable capacity backs their load, not generation already on the system.

Spain has seen rapid growth in data center investment, particularly in the Madrid corridor. If adopted, this framework would place Spanish interconnection and PPA structuring requirements among the strictest in Europe for the sector.
